Local Government in Nigeria: Evo lving a Third Tier of Government essentially deals with the developments in local government in Nigeria since the nation-wide reform of 1976. It begins with both the theoretical and philosophical examinations of the basis of local government. Using the historical- descriptive approach, it. reviews the structural evolution, financial arrangement, manpower develop- ment, inter-governmental relations and the role ol traditional institutions in local governance. The book also analyzes, in specitic sense, the critical reforms that have taken place since 1976, the contemporary developments in local autonomy and the citizens’ perception of local government services. The concluding chapter highlights the problems in, and indicates, the prospects of, a real third tier of government in Nigeria. The author demonstrates real competence in handling the subject as -he beautifully blends a theoretical framework with analysis based on practical experience. The overall presentation is retreshingly satisfactory. Professor Bello-Imam is from lyakpi, the capital of Ibie clan, Etsako Local Governnent Area, Edo State, Nigeria. He obtained his Ph.D. from the University of Leeds, United Kingdom. A Professor of Political Science at the Nigerian Institute of Social and Economic Research (NISER), Tbadan, he was for seven years the head of the Department of Political Development of the Institute between 1987 and 1994. He now teaches Political Science at Edo State University, Ekpoma, Nigeria. Professor Bello-Imam has published widely in the area of politics generally and specifically in Local Government and Public Administration. His published works include Local Government Finance in Nigeria (1990) and An Ethnograpbic Survey of South lbie Clan of Etsako West Local Government, Edo State (1995).
